Recent timing taken into account I really think that if one decides to go around pretending to be a member of the face-eating living dead, especially in a place such as Miami - where folks are on high alert for crazed strangers and bath salts with good reason - then they deserve a much harsher treatment than this fella got. Though he did nearly get shot so I suppose he learned his lesson.
Then again in this day and age he probably didn't...
